Back when I lived in Miami, I used to visit a wonderful Italian market where I would specifically request my Italian sausage without fennel seed. Yes, you read that correctly. I went out of my way to avoid the very ingredient that has now become one of my favorites!
Somewhere along the way, I started experimenting with fresh fennel in my kitchen, and I completely fell in love with it. When cooked slowly, it becomes beautifully tender and sweet, while still retaining that distinctive, delicate flavor that makes it so special.
This Creamy Italian Sausage & Fennel Rigatoni came together on one of those evenings when I had a bulb of fennel in the refrigerator that needed to be used. With some Italian sausage, a splash of white wine, and a little heavy cream, what started as a simple weeknight dinner turned into something absolutely delicious.
The fennel is slowly caramelized with shallots, then combined with savory Italian sausage and a silky tomato-Parmesan cream sauce. Every ridge of the rigatoni catches that gorgeous sauce, while a little fresh lemon zest brightens everything at the end.
It’s rustic, comforting, and just elegant enough to serve when you’re entertaining. And the best part? It comes together in about 40 minutes.

WHAT YOU’LL NEED

- RIGATONI PASTA: Its ridges and hollow center are perfect for catching every bit of that silky sauce.
- ITALIAN SAUSAGE: Sweet or mild Italian sausage adds wonderful savory flavor. I prefer buying it in bulk without the casings.
- FRESH FENNEL: fThe star of this dish! Slowly sautéing the fennel brings out its natural sweetness while preserving its distinctive flavor. We’ll use both the bulb and its delicate fronds.
- SHALLOT: Adds a subtle, delicate sweetness that complements the fennel.
- FRESH GARLIC: Builds a fragrant, savory foundation for the sauce.
- TOMATO PASTE: Adds concentrated tomato flavor, richness, and a beautiful rosy color.
- DRY WHITE WINE: Deglazes the skillet and adds brightness and depth to the sauce.
- HEAVY CREAM: Creates that luscious, velvety texture that coats every piece of pasta.
- PARMESAN CHEESE: Freshly grated for a nutty, savory finish.
- FRESH LEMON ZEST: A little brightness to balance the richness of the sauce.
- OLIVE OIL: For gently sautéing the fennel and shallot.

STEP-BY-STEP INSTRUCTIONS
Step 1: Prepare the Fennel & Aromatics
Trim the stalks from the fennel bulb, reserving some of the delicate fronds for garnish. Cut the bulb in half lengthwise and remove the tough core. Thinly slice one half of the fennel and finely dice the other half. Keeping the two cuts separate adds wonderful texture to the finished dish.
Finely dice the shallot and mince the garlic. Set everything aside before beginning to cook.
Step 2: Caramelize the Fennel & Shallot
Heat the olive oil in a large, deep skillet over medium heat. Add the sliced and diced fennel along with the shallot. Season lightly with kosher salt and freshly ground black pepper.
Cook slowly, stirring occasionally, for approximately 12–15 minutes, or until the fennel is tender and beginning to turn golden. Reduce the heat if the shallots begin browning too quickly. We want the vegetables beautifully softened and lightly caramelized, not crispy.
Transfer the fennel and shallot mixture to a bowl and set aside, leaving the skillet ready for the sausage.
Baker’s Tip
Don’t rush the fennel! Slowly sautéing it allows its natural sugars to develop, creating a beautiful sweetness that balances the savory Italian sausage and rich Parmesan cream sauce.

Step 3: Brown the Italian Sausage:
Increase the heat to medium-high and add the Italian sausage to the same skillet. Allow the sausage to cook undisturbed for a couple of minutes to develop a golden-brown crust before breaking it apart with a wooden spoon.
Continue cooking for approximately 5–7 minutes, stirring occasionally, until the sausage is beautifully browned and cooked through. Leave some slightly larger crumbles for added texture.
Do not drain the sausage unless there is an excessive amount of fat. Those flavorful drippings will help build our sauce.

Step 4: Build the Sauce:
Reduce the heat to medium-low and add the minced garlic to the browned sausage. Cook for 30–45 seconds, stirring frequently, until fragrant.
Stir in the tomato paste and cook for another 1–2 minutes, allowing it to deepen in color and develop a richer flavor.
Pour in the white wine, scraping the bottom of the skillet with a wooden spoon to release all those delicious browned bits. Allow the wine to simmer for approximately 2–3 minutes, or until reduced by about half.


Step 5: Add the Fennel & Cream:
Return the caramelized fennel and shallot mixture to the skillet, stirring gently to combine with the sausage and tomato-wine reduction.
Pour in the heavy cream and stir until everything is well incorporated and the sauce takes on a beautiful, rosy color.
Allow the sauce to simmer gently over medium-low heat for approximately 3–4 minutes, stirring occasionally, until slightly thickened. Season with freshly ground black pepper and a pinch of crushed red pepper flakes, if desired.
Avoid boiling the sauce vigorously; a gentle simmer will keep it smooth and velvety.


Step 6: Cook the Rigatoni:
While the sauce is simmering, bring a large pot of generously salted water to a rolling boil. Add the rigatoni and cook according to the package directions, stopping approximately 2 minutes shy of al dente. The pasta will finish cooking directly in the sauce.
Before draining, reserve about 1 cup of the starchy pasta water. This will help create a beautifully silky sauce that clings to every ridge of the rigatoni.
Drain the pasta and transfer it directly to the skillet with the sausage and fennel sauce. Add a splash of reserved pasta water and gently toss over medium-low heat for 1–2 minutes, allowing the pasta to finish cooking and absorb the flavors of the sauce.

Step 7: Finish with Parmesan & Fresh Herbs:
Once the rigatoni is perfectly al dente and beautifully coated in the sauce, remove the skillet from the heat.
Gradually add the freshly grated Parmesan cheese, tossing gently until melted and incorporated into the sauce. If needed, add a little more reserved pasta water, a tablespoon at a time, until the sauce is silky and glossy.
Stir in the fresh lemon zest and finish with freshly ground black pepper. Taste and adjust the seasoning, keeping in mind that the Italian sausage and Parmesan already contribute saltiness.
Serve immediately in warm pasta bowls, garnished with additional Parmesan, fresh basil, and a sprinkle of the reserved fennel fronds.

SERVING SUGGESTION:
Serve this Creamy Italian Sausage & Fennel Rigatoni in warm, shallow pasta bowls with an extra sprinkle of freshly grated Parmesan, a few delicate fennel fronds, and freshly cracked black pepper.
Pair it with a simple arugula salad tossed in The Baker Who Cooks Garden Lemon Herb Vinaigrette. Its bright, fresh flavors beautifully balance the richness of the creamy sauce. Add some warm, crusty Italian bread for soaking up every last delicious bite.

🍷 WINE PAIRING:
A beautiful Chardonnay is my first choice for this dish. Its buttery texture and subtle notes of citrus complement the creamy Parmesan sauce, while its acidity balances the richness of the Italian sausage. Choose one with restrained oak so it doesn’t overpower the delicate sweetness of the caramelized fennel.
For something a little brighter, a Pinot Grigio is an excellent alternative. Its crisp acidity and fresh citrus notes provide a lovely contrast to the richness of the pasta.
Prefer red wine? A Chianti Classico would be wonderful. Its lively acidity, cherry notes, and savory character pair beautifully with the sausage and tomato-based cream sauce without overwhelming the fennel.
Creamy Italian Sausage & Fennel Rigatoni
Ingredients
- 12 oz rigatoni pasta
- 1 lb bulk mild Italian sausage
- 1 large fennel bulb, trimmed and cored, half thinly sliced and half finely diced
- 1 small shallot, finely diced
- 4 cloves garlic, minced
- 2 tablespoons extra virgin olive oil
- 2 tablespoons tomato paste
- ½ cup dry white wine
- ¾ cup heavy cream
- ½ cup freshly grated Parmesan cheese, plus additional for serving
- ½ teaspoon fresh lemon zest
- ¼ teaspoon kosher salt, plus additional for pasta water and to taste
- ¼ teaspoon freshly ground black pepper, plus additional to taste
- Pinch of crushed red pepper flakes (optional)
- 2 tablespoons chopped fresh basil, plus additional for garnish
- 1 tablespoon chopped fresh fennel fronds, for garnish
- ½–1 cup reserved pasta cooking water, as needed

Meanwhile, bring a large pot of generously salted water to a rolling boil. Add the rigatoni and cook approximately 2 minutes less than the package directions for al dente.
Before draining, reserve 1 cup of the starchy pasta cooking water.
Drain the rigatoni and transfer it directly to the skillet with the sausage and fennel sauce. Add approximately ¼ cup of reserved pasta water and gently toss over medium-low heat for 1–2 minutes, until the pasta is al dente and the sauce coats every piece.
Remove the skillet from the heat.
Gradually add the freshly grated Parmesan, tossing gently until melted and incorporated into the sauce. Add additional reserved pasta water, a tablespoon at a time, if needed to achieve a silky, glossy consistency.
Stir in the fresh lemon zest and chopped basil. Taste and adjust the seasoning as needed.
Serve immediately in warm pasta bowls, garnished with additional Parmesan, fresh basil, and a sprinkle of reserved fennel fronds.
